ALFCA Supports AHSAA Proposals on Transfers




The ALFCA, at its board meeting on Thursday, January 23rd, voted to support the following proposals to the AHSAA rules. Coaches are asked to read the proposals and have their schools support them when voting opens.

Amendment to Section10/Section 12 - Out of state transfer/transfer rule which

would read:

Academic: a student/athlete that transfers from an in-state or out of state

school must have been eligible academically at his or her previous school in order

to be declared eligible at an AHSAA member school for the remainder of the year.

If a student transfers in the middle of a season, from an in-state or out of

state school, to an AHSAA member school, after the first official contest date by

sport; the student-athlete is ineligible to compete in that sport until the following

season

Exceptions to the rule include student families, who are on current military

orders, DHR custodial orders and/or court orders from a divorce decree. Students

gain immediate athletic eligibility, if all other requirements are met.



Proposal: add a note under Bylaw-Eligibility Section 12 transfer rule:

Note: all students transferring to a new school would be able to participate

in sub-varsity competition after practicing a minimum of ten days prior to

participation in a sub-varsity contest. The ten day practice time begins the first day

the student is enrolled at the new school.

Rationale: under the current rule, a student can transfer from one school to another

and play immediately. This note would give student-athletes the opportunity to

practice and play sub-varsity competition with the new school before participating

in varsity competition the next season.


Example:

"Football player, who begins a season at school A, cannot transfer to

school B, after the first playing date and be eligible that same season for football at

school B; even if they make a bona fide move. The individual would be eligible for

winter and spring sports at the new school if their move is considered bona fide

and all other eligibility requirements are met.
